View Full Version : Adding EVOC to dynamic simulations

Is anyone aware of an agency that is conducting RBT that integrates moving automobiles? I would like to begin running training events that incorporate use of force decision making within the context of a simulated vehicle pursuit. However, when talking it over with our EVOC training coordinator, we came up with some big hurdles to get over as far as safety. My initial thoughts would be to have "tactical pauses" wherein the evaluators, actors, and student officers are able to don protective equipment in order to enter a phase of the scenario involving NLTA, actors in High Gear suits, etc. The pause would also allow for a moment to confirm "all vehicles are in park".

The issues we want to correct are officers charging the suspect vehicle post pursuit, officers failing to use cover, and officers placing themselves in harm's way around suspect vehicles, to name a few problems. I would like not to reinvent the wheel on this, so if anyone has done it (or better yet has an outline and lesson plan) please respond. Be safe everybody!

Check with Larry Tully from FLETC. He might have the finger on this pulse. ltully@dhs.gov. You can also check with Bud Clark at Arizona DPS. GClark@azdps.gov. I'm not 100% sure on either source, but it might give you a decent starting point.

sorry for delayed response jeff--was reading your post and had a thought. if you have a static area where you can do a little bit of driving (parking lot or deck) where you can set up a range guard for site security purposes, then you should be able to gear up the officer in safety gear and NLTA guns/ammo at the beginning of your scenario. we have done it with traffic stop and cover/concealment scenarios using the vehicle. (also--we took a car and took all the windows out of it, so the rounds arent stopped by the glass--this gets them out of the habit of thinking the glass is COVER!) Have the controller/instructor ride in the car with the student on the approach and they can talk/watch. Pass him/her off to another controller when he bails out of the car to engage. Let me know how it works out. We already have some scenarios written if you want me to email them to you. hit me up.

Hey, thanks for the responses. Karla, I really like the idea of taking out the windows- it would also give the student officer the pain penalty for mistaking concealment for cover. Ken, I will hit up those contacts, thanks again.
