Ken or anyone else with an opinion,

I really want to test the capability of our emergency response personnel and some of the testing I've been thinking about would leave our role players without some information about what is going to happen. This would be a hostage rescue attempt in a stronghold. I know from your class and book that we always want to give our role players specific instructions on what to do and every possible outcome to officers' actions to ensure their safety and the safety of the students. But at what point (if any) can we deviate a little bit to get some diversion or element of surprise.

What I'm looking to test is not only the capability of the team, but what diversionary tactics may work best against an adversary. I would give the RP definitive guidelines (shoot at hostage/officer) as to what I what him to do once a breach would be made and also that there might be a NFDD used or windows being breached, advising him to stay away from windows and doors because of breaking glass or nfdd deployment. But I would like to not tell him where it will occur (breach point, break and rake, or deployment of nfdd), or possibly when it will occur, or how many teams will be entering so I can get see if our team is able to breach and neutralize the suspect before hostages would be shot.

I see where this type of training could also save myself and department legal issues if we were to have a hostage scenario and knowing that our team or any team for that matter cannot get make an entry and neutralize the threat before he shoots a hostage. This would give me some experience on why a sniper initiated rescue would be the preferred tactic to ending a scenario.
